H.E. Mr. Dato Lim Jock Hoi

Secretary – General, ASEAN

ABSTRACT

Dato Lim’s views on how smart city development can make ASEAN more cohesive and resilient:

1. Embracing technology to address urban challenges and generate new sources of growth through enhancement in data management, harmonisation of data regulations, and promotion of the data flow in the digital economy among ASEAN Member States.

2. Investing in digital infrastructure to provide ASEAN with a robust technology base for smart cities.

3. Promoting and adopting appropriate digital technology as well as sharing of good practices to help reduce the gap in accessing health information and healthcare services among the urban poor, support contact tracing and evaluate efficacy of interventions.

4. Reconceptualising urban space and systems as well as investing in reskilling, upskilling and learning new skills for informal workers and people working in “sunset” sectors, to capitalise on smart city opportunities.

5. Collaborating closely between different levels of government, public and private sector, implementing people-centred approaches, as well as strengthening smart city partnerships within and beyond the region.

6. Making the smart city project or initiative “investment ready”
